The Challenge

Building a Development Foundation for the AI Agent Era with Three Integrated Components to Scale AI Agent Development

Mizuho Financial Group is guided by its Corporate Philosophy: “Operating responsibly and transparently with foresight, Mizuho is deeply committed to serving client needs, enabling our people to flourish, and helping to improve society and the communities where we do business.” In line with this philosophy, the group is actively pursuing AI Transformation to create new value for customers and society by augmenting employee capabilities and transforming business processes. Supporting this transformation is WORK WITH AI @MIZUHO, Mizuho Financial Group’s vision for a new way of working in which every employee works alongside AI and develops the skills to use it effectively, improving the quality of their work.

The Digital Strategy Department plays a central role in driving AI Transformation across Mizuho Financial Group. Tatsuto Fujii, General Manager of the Digital Strategy Department and Chief AI Officer, explains how the organization has evolved. “The Digital Strategy Department was established in April 2025 through the reorganization of the former Digital Planning Department,” Fujii says. “We started with around 20 employees and have since grown to an organization of approximately 400 people, including partner companies. With AI at the center of our strategy, we are responsible for planning and managing DX initiatives across Mizuho. We work across organizational boundaries in collaboration with business divisions to advance AI Transformation, while demonstrating the benefits and costs of AI to senior management and building consensus around our initiatives.”

Fujii believes the AI agent era requires a new approach to security. “Because AI agents make decisions and take actions autonomously, guardrails are essential to control their behavior,” he explains. “We also need to be able to trace what data an agent used and how it reached a particular decision, as well as manage multi-agent environments. As AI agents increasingly connect with both internal and external systems, Mizuho Financial Group has defined its own design principles for AI agent development through AIOA, or AI Oriented Architecture. We will continue to evolve AIOA as AI technology advances.”

In accordance with Mizuho’s security standards and AIOA, the group has established three closely integrated components to drive AI Transformation: Mizuho Wiz Base, an AWS-based AI agent development platform; Agent Factory, a framework of shared capabilities for efficiently developing, evaluating, and improving AI agents; and the in-house development lab within the Digital Strategy Department. As AI agent development accelerated, however, the team encountered a key challenge: how to maintain strong security without compromising developer productivity.

The Solution

Securing Development Environments for the AI Era: Selecting Netskope for Its Proven Track Record and AI Security Capabilities

AI agent development depends on the ability to rapidly adopt AI technologies that are evolving at an extraordinary pace. But working with the latest technologies also introduces new cybersecurity risks. “We needed a way to maintain an environment where developers could actively adopt the latest technologies while still ensuring security,” recalls Jumpei Koike, Digital Strategist, Technology Team 2, Digital Strategy Department.

When evaluating SASE solutions to strengthen security, Mizuho Financial Group selected Netskope. Akitoshi Murase, Deputy General Manager, Technology Team 2, Digital Strategy Department, explains why. “Netskope had already been deployed at the former Mizuho Research & Technologies, now part of Mizuho Bank, so we had accumulated internal knowledge and experience with the platform, including its strengths at the application layer and ease of integration with identity providers,” Murase says. “Because we already had that knowledge and experience within the organization, we were able to deploy Netskope quickly without incurring the cost and time of conducting extensive new evaluations.”

Netskope’s track record in in-house development environments at other financial institutions was another important factor. “When security controls are introduced into a development environment, applying uniform restrictions to network traffic can affect developer productivity,” Murase explains. “With Netskope, we believed we could analyze traffic in detail and apply granular policies, allowing us to protect sensitive data while accommodating developer requirements. CASB gives us visibility into shadow IT and shadow AI and provides the foundation for controlling or blocking traffic when necessary. And as more development projects involve sensitive data, DLP can help reduce the risk of data exfiltration without compromising the developer experience.”

Koike also saw significant value in the integrated AI security capabilities available through Netskope One AI Security. “By combining existing SASE capabilities with AI security technologies such as Agentic Broker, which provides visibility and control over communications between AI agents and MCP (Model Context Protocol) servers, and AI Guardrails, which inspects and controls user and AI agent prompts and AI-generated responses in real time, we felt we could build a security environment designed for the AI era,” he says.

Building a More Self-Sufficient Operations Team with Dedicated TAM Support, Technical Guidance, and Knowledge Sharing

Mizuho Financial Group decided to deploy Netskope in its in-house development environment in July 2025. Netskope agents were rolled out to approximately 200 dedicated development endpoints, with production use beginning in October 2025. “When we started, many members of the team had limited experience operating Netskope, so we did not yet have all the skills we needed internally,” says Fumihiro Tanaka, Digital Strategist, Technology Team 2, Digital Strategy Department. “To bridge that gap, we use Netskope’s TAM (Technical Account Manager) service for ongoing operational support.”

“Unlike a conventional support desk that customers contact only when a problem occurs, the TAM provides dedicated, hands-on assistance from a Japan-based Netskope engineer. Our TAM works alongside us, providing technical advice, health checks, escalation management when issues arise, and other ongoing support,” Tanaka explains. “As we work together to address the challenges that come with expanding functionality and improving operations, our own team is also building its operational skills and expertise.”

Koike adds, “It is not only the TAM. We feel that Netskope supports us as one team, including the sales team.”

Taking into account the behavioral characteristics of AI agents, we want to explore new interface channels and new ways of engaging with our customers while maintaining strong security

Making Hidden Risks Visible to Support AI Adoption and Extending the Expertise Gained with Netskope Across the Organization

With Netskope in place, Mizuho Financial Group has gained visibility into security risks that were previously difficult to see in an AI-driven development environment. “CASB has given us a comprehensive view of network traffic, allowing us to apply more precise security controls,” Tanaka says. “Rather than immediately blocking activity, we take potential business impact into account and first assess the effects in a test environment before determining the appropriate response.”

Murase explains why this visibility becomes increasingly important as AI agents operate more autonomously. “In an autonomous environment, communications can occur that humans cannot monitor individually, so mechanisms for visibility and control are essential,” he says. “Netskope allows us to see that traffic and control it when necessary, helping us address those risks. When vulnerabilities in AI-related libraries became a concern, we were also able to use Netskope logs to confirm that no suspicious communications had occurred.”

Looking ahead, Mizuho Financial Group plans to further strengthen security as its use of AI expands. “Managing AI agents running on the server side and ensuring appropriate controls over developer access to sensitive data are among our next challenges,” Murase says. “As AI adoption increases, we will have more situations involving sensitive information such as customer data, so we are considering DLP as one layer of a multilayered data protection strategy. If we can objectively demonstrate that ‘nothing was detected’ means no security incident occurred, that will also strengthen our ability to provide assurance internally. We are also exploring opportunities to apply the knowledge and operational expertise we have gained through Netskope to other environments across the organization.”

Mizuho Financial Group is also developing AI agents for customer-facing applications. “Taking into account the behavioral characteristics of AI agents, we want to explore new interface channels and new ways of engaging with our customers while maintaining strong security,” Fujii concludes.

Guided by its Purpose, “Proactively innovate together with our clients for a prosperous and sustainable future,” Mizuho Financial Group continues to create new value through AI transformation. By providing a security foundation for the AI era, Netskope is supporting Mizuho Financial Group’s initiatives and, through them, its efforts to contribute to the advancement of society.
